Recycling Committee Minutes

2. Date and Location of Meeting:
December 11, 2006, 9 AM at Turnbull Law Office, P.C., 200 E. High St., Jefferson City, MO 65101
3. Minutes from meeting of November 13, 2006:
Reg reviewed the minutes and asked for motion to approve. Dean moved to approve the minutes and Carrie seconded. Minutes were approved.
4. Old Business:
a. Recycling Rechargeable Batteries:
Carrie said that it is her understanding that Central Bank has placed containers for rechargeable batteries and cell phones at their Main Bank, Motor Bank and West Bank.
b. Posters:
Reg said that the posters were distributed via the Downtown Jefferson City block captains.
c. Fluorescent Lights:
Jenny said that she had spoken with Wal-Mart about recycling fluorescent light bulbs. Wal-Mart is changing every light fixture to a more environmentally friendly design. However, Jenny said that Wal-Mart will let us take fluorescent light bulbs to them.
Jenny said that participants should bind the bulbs together or put them in a box to avoid breakage. Place the bulbs near the garage door at 121 E. High Rear (this was the former address of Tergin Motorsports and is located near the rear of Carrie’s Hallmark). Jenny said that she will put up a sign. She agreed to store the bulbs and deliver them to Wal-Mart.
Carrie mentioned that Central Bank is also changing their light bulbs.
Lee will mention the recycling of fluorescent bulbs at the December 12, 2006, Downtown Jefferson City monthly meeting.
d. Phone Books.
Carrie said that she is waiting for a decision from Exchange Bank on the placement of a container from M.R.S. at the West facility.
e. Full Containers
Carrie said that the bin on the News Tribune lot was full. She called New World Recycling and was advised that they could not dump it because of the snow. Carrie said that she checked several days later, and it was still full. Dean mentioned that the recent snow storm had adversely affected the pickup schedule of the city-wide recycle containers. Jenny will call New World Recycling and ask if they would schedule regular pick up days for the container.
Dean asked if the Downtown Association receives any compensation from the recycling container which is on the News Tribune parking lot adjacent to the city parking garage. The answer was no.
Mike mentioned that Allied Waste can also place containers for recycling cardboard subject to certain charges. Allied Waste can also deliver the cardboard to New World Recycling or other recyclers, but there could be a fuel charge.
5.New Business:
a. Newspaper Articles.
Reg asked if anyone has an idea to give to Kris Hilgedick of the News Tribune. Jenny said that it would be helpful to inform the community the locations of recycling drop off sites and what can be recycled. Dean mentioned that persons need to know to not litter when the containers are full.
Some members thought that Kris’ goal was to do an article twice a month which would appear in the Saturday edition. Some discussion occurred on whether Jenny and Carrie could help prepare any articles.
b. M.R.S. Recycling Services, Inc.
Jenny also mentioned that the News Tribune will allow M.R.S. to place a recycling bin once the loading dock is removed. Jenny will contact Mike when the site is available.
Mike gave the committee a letter about the services that M.R.S. that provides and a list of the items that M.R.S. accepts free of charge: The items were:
Clothing, belts, purses, shoes (paired), corrugated cardboard, magazines, mail, newspaper, office paper, white paper, paperback books, and phonebooks.
Reg said that when he notifies law offices in the Downtown area about recycling he will also include a copy of the letter and list which Mike provided.
c. Changing the Committee Meeting Day
Members discussed and decided to move the monthly meeting from the second Monday of each month to the second Wednesday of each month. The meeting would continue to start at 9 AM. Carrie will check with Rob about Wednesdays and report back to the committee on whether that day and time would allow Rob to attend the meetings.
d. Websites
Reg asked if last month’s minutes are on the Downtown Jefferson City website. Mike thought that they were not. Carrie said that she would check on this.
Dean mentioned that the City’s new website is now running. He also provided information about the website. Carrie asked if the new website had adversely affected the Recycling link. Dean mentioned Mr. Bill Bates as a contact person regarding their website. Carrie said that she would check on the link.
e. Additional Recycling Containers
Dean mentioned that city has five 30 yard recycle bins. The plans are to place an additional 4 bins and have 2 bins in reserve for rotation.
f. Trash Compactor
Dean discussed a product that uses solar energy to power a mechanism to compact trash in containers. He shared an article with the committee. Dean thought the price was about $3,000 or $4,000 per container, but savings would occur because it would reduce the number of times needed to dump the containers.
Dean also gave the websites: seahorsepower.com for the solar trash compactor and wastenews.com for an informational site on recycling.
g. Upcoming Events.
Reg asked about upcoming events. Carrie noted the 4th of July. The idea is to start early planning. Carrie said that Rob would be needed because he was involved in the past.
The next meeting of the committee is scheduled for Wednesday January 10, 2006, at 9 AM at Turnbull Law Office, P.C., 200 East High St. Jefferson City, MO 65101.
